公路施工项目经营管理机制改革探析

  公路施工项目因其点多、线长、面广,合同额较大,具体实施中的不可预见因素多,施工组织和风险管控难度大,施工企业对项目管理层采取的经营成果考核模式及激励机制不一而足,其成效也各有不同。本文通过对施工企业项目管理模式的探析,力求建立目标明确、管控有力、适度灵活,企业组织管理层与项目经营管理层权责清晰、风险共担、利益共享的经营机制,最大限度激发项目管理团队积极性、创造性,降低工程成本,提高项目经营效益。

AbstractThe highway engineering is featured with many project sites, long distance, wide coverage and large contract amountthus there are lots of unpredictable factors and great difficulties in construction organization, risk management and control during specific implementation. Assessment model of operating results and incentive mechanism adopted by construction enterprise for management layer of the project are numerous and have different effects. Through exploration and analysis on project management mode of construction enterprisethe paper strived to establish an operational mechanism with clear targetforceful control and moderate flexibility as well as clear rights and liabilitiesrisk sharing and benefit sharing between business management layer and project organization layer. It strived to motivate the initiative and creativity of the project management team to a maximum extent, reduce engineering costand also improve operational effectiveness of the project.
